14 to 19: Creating Capacity

14-19 education and training have been significant over the last few years, especially with the intoduction of diplomas.

Changes in funding arrangements will change the landscape still further over the next few years. We have considerable experience of working with Local Authorities and consortia of schools and colleges.

This involves:

  • engaging and leading stakeholders in 14-19 Partnerships
  • planning for and implementing access to 17 Diplomas
  • making collaboration work
  • engaging employers and developing the work force
  • developing the Foundation Learning Tier
  • further reducing NEETs
  • expanding apprenticeship and pre-apprenticeship opportunities
  • raising the leaving learning age
  • establishing information and financial systems to plan fund provision
  • commissioning
  • collaborating with partners at sub-regional and regional levels
  • working with the YPLA

While we are sure you are very willing to take on this agenda and improve 14-19 provision, you will need to be sure you have the capacity to do the job well. It is probably time to examine what precisely will be involved in your area and what capacity you will need.
We can provide expert consultancy support to help you with this task by reviewing your:

  • Partnership arrangements and recommending how they might be developed to meet the expanded agenda
  • information systems and recommend how they might be developed to provide a solid basis for commissioning
  • formula for funding schools and how it might be adjusted to incorporate Diploma and Foundation Tier provision
  • arrangements for providing curriculum and management support to collaboratives developing Diplomas and other new provision, and recommending how they might be strengthened
  • arrangements for apprenticeships and employment related pathways and how these could be developed

We can provide recommendations on your capacity and how it can ensure coherence for 14-19 provision. This will link to your Authority’s priorities for learning improvement and economic development.
