Children and young people with special educational needs and disabilities (SEND) and their families on many occasions were failed by the system of support in place to help them.

The Government responded by making the Children’s and Families Act (2014) law, formalising a new approach that better supports children and young people with SEND.

All local authorities (LAs) and educational settings have a legal duty to implement and fully comply with the Act, which has been live since September 2014. The scope of the reforms is broad and represents a fundamental and complex change programme for LAs and their partners.


Mott MacDonald, as lead contractor in a consortium with two voluntary sector organisations, manages and delivers an intensive programme of support enabling LAs and their partners to implement the SEND reforms. This includes:

  • providing strategic vision to the DfE to help them determine priorities for support and realise the potential benefits of the reforms
  • developing and supporting a network of ‘change agents’ (SEND Regional Leads) across England to drive changes in behaviour across all 152 LAs in England and their partners, sharing learning and examples of good practice
  • delivering training and facilitating learning in different policy areas to improve understanding and confidence in implementation of the SEND reforms
  • setting up a Programme Management Office (PMO) function to ensure support delivered is effectively meeting the needs of LAs and their partners.


We successfully managed a wide-ranging programme of support, which provided value for money to a public sector client through affordable and cost-effective solutions and:

  • built relationships and networks between LAs and other key stakeholders at a local, regional, and national level, creating a sustainable platform for peer support and sharing learning
  • improved both understanding and confidence for key stakeholders during a complex period of change
  • engaged with a range of stakeholders, using our knowledge and expertise from delivery on the ground to advise on planning and policy at a strategic level
  • provided close integration of delivery partners by working within a consortium, helping with knowledge sharing and learning from others’ experiences.

Your management of a complex change programme over a number of years has been exemplary. The team has evolved over the five years we have contracted with you and has shown a strong commitment to developing the capacity of its staff, ensuring a high-quality team at all times, while bringing in and training up new members. This has contributed significantly to the seamless quality of your work over this period.
